Good question, Matt.
From personal experience, I would encourage you to keep it informal between friends. Once the City gets involved, a whole new ball game comes into play including permits, regulations, getting on the schedule, fees and liability insurance. I would encourage you to schedule your tournaments away from peak times, which is generally evenings and weekends. The City is pretty hands-off unless they receive complaints. Make sure courts are always available for the public and regular players. If your tournaments start growing, you likely will need to go through formal procedures.
Incidentally, amplified sound does require a permit so you may want go easy with it.
